Scouts Canada, throughout its 110-year history, has provided youth-led, hands-on programming that encourages creative problem-solving in a small-group format. Through diverse outdoor adventures and meaningful community service, we help young people build the resilience and skills necessary for lifelong success. In the Orillia area, our programs offer local youth a safe, inclusive environment to develop leadership and outdoor competency. This funding will directly support our mission to prepare the next generation of local leaders for the challenges of tomorrow, introducing Orillia area youth to a culture of service, and support for their community.

Please briefly describe the project and how the funds will be used:
The 1st Orillia “Scouting for All” Subsidy Bridge
This project provides immediate financial relief to local families affected by the 2025 restructuring of Scouts Canada’s national “No One Left Behind” (NOLB) subsidy. Recent policy shifts reduced national support, resulting in a 250% fee increase for our most vulnerable members.
Funds will be used to:
• Subsidize registration fees for low-income youth in the Orillia area.
• Ensure no child is withdrawn due to the sudden loss of national funding.
• Cover uniform and equipment costs for subsidized members.

How many people will benefit from the project directly and indirectly within the geographic area covered by the CFOA:
Directly: 15–20 local youth from low-income households in Orillia, Ramara, and Severn who require financial bridging to remain in the program.
Indirectly: 60+ family members benefiting from reduced financial stress, and the broader Orillia community, which gains through the leadership and service projects performed by these active Scouts.

National office Scouts Canada offers the NOLB program, and provides us with insurance, training and oversight.
Please describe any in kind contributions/volunteer labour connected to this project:
All of our local Scouters (section volunteers) are volunteers – as supervisors of youth, they commit their time to training, safety checks, weekly meetings, planning and preparation. Orillia Scouts currently has 34 active volunteers who put 1850+ hours a year into weekly meetings and 1100 more into weekend events and camps. This directly enables 130 Orillia and area youth to participate in outdoor education, leadership opportunities and community service.
How will success be evaluated?
To evaluate the success of this subsidy bridge, we will track three key metrics:
• Retention Rate: 100% retention of youth who previously relied on the national NOLB support, ensuring no member dropped out due to the 2026 fee increase.
• Fund Utilization: Precise tracking of grant dollars to ensure 100% of the funds were applied directly to registration and equipment costs for high-needs families.
• Participation Growth: Monitoring the enrollment of new youth from low-income households who would have been otherwise unable to join under the new fee structure.
Success is defined as maintaining a diverse, inclusive membership despite national economic shifts.
